Features: This volume of the Economic Law Collection is the fifth one published by the Economic Law Research Center of East China University of Political Science and Law. Currently, publishing collections seems to be a trend, but we would like to clarify that the academic papers and research reports in this collection are primarily the results of the learning and research efforts of our center's members. Although these achievements still have many shortcomings, they are being published for two main reasons: first, for the purpose of communication, to report to society what we are thinking and doing; second, to seek guidance from various sectors of society, allowing us to keep pace with the times. We do not dare to expect that these remarks will have any guiding significance for practical social practice, but as long as they can inspire our readers, we will be satisfied. The main theme of this volume is to elaborate on the theoretical innovation of state-owned economy and economic law. The reason for choosing this theme is that we once invited top economic law scholars from across the country to hold a specialized symposium, where scholars basically reached a consensus: economic reform and development require economic law, and economic law requires theoretical innovation; without theoretical innovation in economic law, there can be no innovation in the legal system of economic law; without theoretical innovation, economic law will lose its vitality and its rightful position. At the same time, we believe that theoretical innovation in economic law should be a comprehensive innovation of the system and should be carried out in light of the specific realities of our country. The state-owned economy in our country holds a special position and role, and its legal regulation should be a special task of our economic law. Economic law theory should include it in its research scope. Our country's economic reform has gone through more than twenty years, and economic law theory should have a framework that is generally accepted by the majority. But unfortunately, to this day, there is still no consensus, with opinions divided. The colleagues of the Economic Law Research Center of East China University of Political Science and Law have, through years of effort, compiled a new and comprehensive economic law textbook titled Economic Law Tutorial, published by Shanghai People's Publishing House, which has received good evaluations from all sectors of society. What is particularly gratifying is that the textbook was awarded the National First Prize in the evaluation of legal research and teaching achievements organized by the Ministry of Justice in early 2003. Based on this foundation, and in the spirit of continuously innovating in economic law theory, we will further deepen our research. This volume of the collection is the first step we have taken.
