Compared to the Tang, the Song was often financially weak in resisting external threats, but its frequent gifts of tens of thousands or even hundreds of thousands of snow-white silver to foreign tribes reveal its level of prosperity. During the Tang Dynasty, Chang'an was divided into districts and markets. Commercial activities were confined to the Eastern and Western Markets, whereas the Song no longer had such divisions and also lacked the Tang Dynasty's ban on night markets. According to Dream of Splendid Times in the Eastern Capital, the capital at that time was described as "every transaction involving millions" and "the lively areas were bustling day and night." The lively commercial scenes of Kaifeng depicted in Zhang Zeduan's Along the River During the Qingming Festival and the prosperous scenes described in Liu Yong's Ode to the Sea Tide—such as "smoky willow bridges, fluttering curtains, and tens of thousands of households," and "markets filled with pearls and jade, households overflowing with silk and brocade, competing in luxury"—all demonstrate that the Song Dynasty's prosperity and luxury far surpassed previous dynasties. Though "satiated with comfort leads to lust" is a joke, during the Song, phrases like "warm breezes, crisp strings, and thousands of households competing in music," "everywhere are towers and red-gate courtyards, with new melodies and laughter filling the air," and "new songs and laughter in the willow alleys and flower lanes, melodies and strings in tea houses and taverns" had become social trends. Thus, it is no surprise that the art of Ci poetry developed to its peak from the folk to the imperial court during the Song Dynasty.
