Management Subseries: So far, China has conducted four National Joint Exams for Public Administration Master (MPA) Professional Degrees in 2001, 2002, 2003, and 2004. MPA education in China is gradually becoming mature and standardized. Based on the past few exam results, the difficulty of the questions is not high, mainly testing candidates' mastery of textbook knowledge and practical application skills. This course not only requires candidates to systematically master the basic knowledge of management but also to apply the basic principles of management to analyze specific events in reality and solve practical public management problems. The latter requirement is indeed challenging for most candidates. To help candidates who aspire to pursue an MPA efficiently review the management course and pass the exam smoothly, we have revised this book based on the 2004 edition. Specifically, this book has the following features:
First, closely aligned with the syllabus. This book is guided by the "2005 Public Administration Master (MPA) Professional Degree Joint Exam Syllabus" and compiled based on an analysis of the four national joint exam management papers.
Second, rich content. The book is divided into four parts. The first part is the practical guide, which briefly introduces the scope and requirements of the exam and focuses on analyzing the characteristics of various question types, introducing solving methods and precautions for different question types. The second part is the key of the book. Before each section of each chapter, there is a knowledge structure diagram and an analysis of the distribution of key points in past exam papers, along with suggestions for review. Each section summarizes important key points and explains the content through example analysis. After each section, several simulated exercises are provided, with detailed solutions to help candidates reinforce their knowledge and deeply grasp the key points of the exam syllabus.
Third, emphasis on practice. The third part of the book provides five sets of genuine mock exams, both to help candidates consolidate the knowledge they have learned and to test their review results, as well as to provide practical simulation exercises for candidates before the exam.
Fourth, enhanced practice. Case analysis questions and analysis questions are often considered difficult by candidates. To address this, the book has added "Case Analysis and Analysis Question Practice" in the third part based on the 2004 edition.
Fifth, abundant materials. The last part of the book includes past exam papers from 2001 to 2004 for reference. Candidates can follow these steps when preparing for the management exam:
First, systematically review the basic concepts and theories according to the "2005 Public Administration Master (MPA) Professional Degree Joint Exam Syllabus." In this stage, candidates should read as many management cases as possible and master the relevant knowledge, striving to grasp the overall knowledge framework of management.
Second, based on the first stage, conduct targeted training for various question types to become proficient in them and integrate management knowledge thoroughly.
Third, do an appropriate amount of simulated questions to check your review results and make up for any gaps in your learning. Public Administration Subseries: China began the pilot program for Public Administration Master (MPA) Professional Degrees in 2000 and implemented the national unified exam for MPA admission in 2001, now entering its fifth year. As a core course in the national unified exam for MPA admission, Public Administration is crucial to the success of each candidate. However, since 2001, the content of the Public Administration Master (MPA) Professional Degree Joint Exam Syllabus and Exam Guide (Public Administration) and the questions based on it have changed significantly. Many candidates, while busy with work, feel they lack experience and have difficulty starting, lacking confidence in performing well in the "Public Administration" course. The "MPA Joint Exam High Score Breakthrough Public Administration Subseries" book can to some extent make up for the extremely tight review time and lack of learning experience of candidates, becoming a helpful assistant for candidates in their review and exam. This book is guided by the needs of candidates, thinking about what candidates think and being anxious about what candidates are anxious about, striving to highlight five key features:
1. Candidate-Centered. This book follows the principle of "candidate-centeredness" and adapts to the needs of candidates participating in the 2005 national MPA unified exam. Whether in the arrangement of content, design of question types, or layout of formats, the book is centered on the exam, striving to meet the needs of candidates to the greatest extent possible, helping them achieve the best review and exam results in limited review time, and achieving the best scores. To this end, the book elaborates on relevant exam-taking skills, summarizes important key points and their content, refines key points, and provides reminders to candidates on important issues, enabling them to study and memorize efficiently. In addition, the book also designs several simulated exercises for candidates to practice before the exam.
2. Comprehensiveness. The content selected in this book comprehensively covers the key issues of each chapter in the national MPA unified exam, involving five exam question types: multiple-choice questions, term explanations, brief answer questions, essay questions, and case analysis questions, covering important knowledge points.
3. Skillfulness. Based on an analysis and summary of the question-setting patterns and answer requirements of past exam papers, this book divides the five exam question types into objective questions and subjective questions, and points out the methods of review and exam: Objective questions, such as multiple-choice questions and term explanations, mainly use accurate memorization, and use elimination and association thinking methods to accurately identify interference factors in multiple-choice questions. Subjective questions account for 55% of the total score and are crucial to whether candidates can achieve high scores. Subjective questions take the form of brief answer questions, essay questions, and case analysis questions. The main methods of review and exam are: Brief answer questions require clearly stating relevant arguments and then making brief, summary explanations. Essay questions require clearly stating relevant arguments and then making detailed, summary explanations, and being able to flexibly connect with reality to explain issues. Case analysis questions require finding corresponding principles or rules for the case and using these principles or rules to summarize, analyze the experiences, lessons, and problems mentioned in the case, draw conclusions, and propose improvement measures. Whether it is a brief answer question, an essay question, or a case analysis question, it is essential to clearly list (1) (2) (3) answer points, and each "step" in the answer will correspond to a score, which is also the key to scoring in the exam. However, only having answer points is not enough to achieve high or full marks. Therefore, it is necessary to use concise language to explain and summarize arguments to achieve good results. If candidates do not clearly list (1) (2) (3) answer points, their answers will lack structure and logic, and examiners will not have time to carefully search for answer points, and their efforts may not be rewarded.
4. Logic. Public Administration is a knowledge system with logic and rationality. Mastering the internal links and logical relationships of this knowledge system is the key and password to understanding and mastering public administration knowledge. This book designs a knowledge structure diagram and a way of understanding key and difficult issues for each chapter for candidates, providing them with a guide for review and exam.
