Features: Developing lifelong education and moving towards a learning society have become a trend in international education and social development at the beginning of the 21st century, as well as the direction and goal of China's education and social development. To scientifically and effectively establish a lifelong education system and create learning cities, it is essential to first have a scientific understanding. This requires systematically researching the lifelong education system and learning cities from both theoretical and practical perspectives. This research project adopts four approaches: 1) combining specialized research with comprehensive synthesis; 2) combining theoretical analysis with empirical research; 3) combining macro-level grasp with micro-level analysis; 4) combining research with practice, with research, practice, and advancement all proceeding simultaneously. In summary, the findings of this study strive to be scientifically sound with sufficient evidence; the approach is forward-looking, the analysis is targeted, and the recommendations are practical.
