Features: In order to seriously implement the spirit of the 16th National Congress of the Communist Party of China, the Fourth Plenary Session of the 16th Central Committee, and the Fourth Plenary Session of the Central Commission for Discipline Inspection, to summarize and exchange the experience of national government information disclosure work in recent years, especially since the National Government Information Disclosure Work Television and Telephone Conference in 2003, and to study and deploy government information disclosure work in the coming period, the National Government Information Disclosure Work Experience Exchange Conference was held in Beijing from November 18 to 19, 2004. Comrade He Yong, Secretary of the Secretariat of the Central Committee of the Communist Party of China and Deputy Secretary of the Central Commission for Discipline Inspection, and Comrade Hua Jianmin, State Councilor and Secretary-General of the State Council, attended the conference and delivered important speeches respectively. Representatives from 20 units, including Beijing City, Hubei Province, the Ministry of Education, Quanzhou City, Fujian Province, Meishan City, Sichuan Province, Changchun City, Jilin Province, and Zhangjiagang City, Jiangsu Province, made speeches at the conference. Group discussions were also held on the "Opinions on Further Promoting Government Information Disclosure (Draft)." The conference was a complete success. Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Promoting Government Information Disclosure." In order to implement the "Opinions on Further Promoting Government Information Disclosure" well and promote the comprehensive, standardized, and healthy development of national government information disclosure work, according to the suggestions of various localities and departments, we have carefully organized the documents and experience materials of this conference, as well as important documents and leadership speeches related to government information disclosure work since 2000, and compiled them into a book for reference by various localities and departments.
