Features: Marine management is an important component of marine affairs. It organizes, guides, directs, and regulates marine zoning, planning, programs, marine surveys, scientific research, development and utilization, and production activities through administrative, legal, mass organization, public opinion, and economic means. This ensures the effective protection of maritime rights and interests and order, the rational development and utilization of marine resources, the practical protection of marine ecological environments, and the sustainable use of marine resources and environments, as well as the coordinated development of marine affairs. Truly implementing comprehensive marine management is not an easy task. This requires not only the improvement and deepening of theory and practice but also the gradual adjustment of interests among relevant marine departments. More importantly, it is essential to train a group of professionals familiar with comprehensive marine management. The development of human resources is the core of marine management, directly affecting the success or failure of China's marine affairs. Only by cultivating a team of marine management professionals with high political quality, strong policy awareness, broad professional knowledge, familiarity with the objective laws of management, strategic thinking, pioneering spirit, and the ability to solve practical problems can we meet the rapidly developing needs of marine affairs and transform China from a maritime into a maritime. China Ocean University is a national key comprehensive university directly under the Ministry of Education, featuring marine and aquatic sciences, including disciplines such as science, engineering, agriculture (industry), literature, medicine (pharmacy), economics, management, and law. In response to the new trends in international marine affairs and the needs of China's marine development, strengthening the training of marine management professionals is a responsibility the university must fulfill. To this end, we have organized and invited some experts and professors to compile this textbook.
