Fragment: The meteorological competent authorities at the national level and the meteorological competent authorities of provinces, autonomous regions, and municipalities directly under the Central Government may establish meteorological standard measuring instruments as needed. Their various highest meteorological standard measuring instruments must be qualified after examination in accordance with the provisions of the "Measurement Law of the People's Republic of China" before they can be used.
Chapter 3: Meteorological Observation
Article 15: Meteorological stations under the meteorological competent authorities at all levels shall carry out meteorological observations in accordance with the regulations of the meteorological competent authority at the national level and submit the meteorological observation data to the relevant meteorological competent authorities. Without the approval of the higher-level meteorological competent authority, meteorological observations shall not be suspended. The meteorological competent authority at the national level and the relevant local meteorological competent authorities shall publish basic meteorological observation data in a timely manner in accordance with state regulations.
Article 16: Meteorological stations under other departments of the State Council and other departments of provinces, autonomous regions, and municipalities directly under the Central Government, as well as organizations and individuals engaged in meteorological observations, shall submit the meteorological observation data obtained in accordance with relevant state regulations to the meteorological competent authority at the national level or the meteorological competent authorities of provinces, autonomous regions, and municipalities directly under the Central Government. Meteorological competent authorities at all levels shall, in accordance with the principle of sharing and using meteorological data, exchange meteorological information data with other organizations engaged in meteorological work in accordance with relevant state regulations.
Article 17: Offshore drilling platforms in inland waters, territorial seas, and other waters under the jurisdiction of the People's Republic of China, as well as aircraft with the nationality of the People's Republic of China flying on international routes and ocean-going vessels, shall carry out meteorological observations and report meteorological observation information in accordance with relevant state regulations.
Article 18: Meteorological observation data other than basic meteorological observation data that require confidentiality shall have their classification, change, and declassification, as well as their use, carried out in accordance with the provisions of the "Law of the People's Republic of China on the Conservation of State Secrets."
Article 19: The state shall legally protect the meteorological observation environment, and all organizations and individuals have the obligation to protect the meteorological observation environment.
Article 20: The following acts that endanger the meteorological observation environment are prohibited:
(1) Setting up obstacles, carrying out blasting, and quarrying in the meteorological observation protection area;
(2) Setting up high-frequency electromagnetic radiation devices that affect the working efficiency of meteorological observation facilities in the meteorological observation protection area;
(3) Engaging in other activities that affect meteorological observations in the meteorological observation protection area. The standards for defining the meteorological observation protection area shall be stipulated by the meteorological competent authority at the national level. Local governments at all levels shall define the meteorological observation protection area according to legal standards and incorporate it into urban planning or village and town planning.
Article 21: New construction, expansion, and renovation projects shall avoid endangering the meteorological observation environment. If it is indeed unavoidable, for the observation environment of national benchmark climate stations and basic meteorological stations, the project developer shall obtain the consent of the meteorological competent authority at the national level in advance. For the observation environment of other meteorological stations, the consent of the meteorological competent authorities of provinces, autonomous regions, and municipalities directly under the Central Government shall be obtained in advance, and corresponding measures shall be taken before construction can proceed.
