Features: There are several aspects worth noting about this book:
1. The research and focus areas are relatively comprehensive, reflecting the relatively complete system of administrative law at the time.

A very obvious characteristic is that the administrative law of the old China grew through borrowing or even copying Japanese administrative law. Early administrative law, from its research content to the structure of its writings, was almost a transplantation of Japanese administrative law. The influence of Meiji era administrative law pioneer Michio Nagai on the administrative law of the old China was particularly evident.
