The textbook elaborates on and introduces the basic concepts, fundamental systems, and fundamental principles of Administrative Law and Administrative Litigation Law. Compared to the original textbook, this revision mainly includes the following changes:
First, the format places greater emphasis on the learning characteristics of the course. The main changes include updating the "Chapter Case Study" at the beginning of each chapter, which serves as a guide to the key content of the chapter and also helps to stimulate students' interest in learning it. Several reference cases are added during the introduction of the basic content of each chapter, playing a pivotal role. At the end of each chapter, relatively complex case analysis questions are set, along with the basic approach to analysis. The inclusion of reference cases in the content introduction is considered because "Administrative Law and Administrative Litigation Law" is a highly practical discipline, and numerous cases have occurred in real life. Through the study and analysis of these cases, students can better understand the fundamental systems and principles of Administrative Law and Administrative Litigation Law.
Second, new learning content has been added. The previous edition of this book was published in August 2000. Since then, the state has formulated and improved some laws and regulations, and the Supreme People's Court has passed new interpretations. For example, the "Administrative Licensing Law of the People's Republic of China" was officially implemented on July 1, 2004, the Supreme People's Court formulated the "Regulations on Several Issues Concerning Evidence in Administrative Litigation" in 2002, and the State Council formulated the "Emergency Regulations on Public Health Emergencies" in 2003. Among these, the implementation of the "Administrative Licensing Law of the People's Republic of China" has had the greatest impact on China's social development. Therefore, relevant content and have been added during this revision.
Third, new research findings have been incorporated. In recent years, to meet the needs of China's social development, research on Administrative Law and Administrative Litigation Law has advanced rapidly, with new research findings continuously emerging. This textbook has incorporated these new research findings during the revision process. The content of this edition of the textbook is basically rewritten. Therefore, the expression of the content is more accurate, concise, and comprehensive than the previous edition.
