Features: The National Legal Master Entrance Examination is a selective examination uniformly implemented by pilot institutions for the professional degree of Legal Master. The objective of the training program is to cultivate a large number of applied and composite legal talents with both mastery of their own professional knowledge and expertise in legal knowledge, abilities, and qualities. It aims to scientifically regulate the enrollment, training, and process of Legal Master programs, further improve China's training structure and degree system for high-level legal talents, and ensure that legal graduate education meets the diverse urgent needs of high-level legal professionals in various fields of legal practice, political life, economic life, and social life. Strengthening the assessment of relevant competencies and developmental potential for legal work is a prominent feature and fundamental approach of the examination. While legal knowledge is undoubtedly a key component of the assessment, the special requirements of Legal Master training emphasize the candidate's ability to apply fundamental knowledge and principles of related disciplines, accurately use legal language, and assess legal thinking skills such as logical analysis, reasoning, and argumentation.
To meet the demand for high-level applied legal professionals in China's socialist market economy and the rule-of-law governance, the 13th meeting of the State Council Academic Degrees Committee in 1995 approved a report on establishing the Legal Master professional degree. In June 1999, the Office of the State Council Academic Degrees Committee and the Legal Education Department of the Ministry of Justice forwarded the revised "Guiding Training Program for Legal Master Graduate Students," organized and revised by the Secretariat of the National Legal Master Education Guidance Committee. In 2005, the joint examination of the National Legal Master Entrance Examination was piloted for the recruitment of Legal Master graduate students (undergraduate education). Legal Master graduate education does not admit undergraduates with law degrees (including those with equivalent qualifications) but only non-law undergraduates with bachelor's degrees from the national education system or those with equivalent qualifications. This measure was adopted for the following reasons: Legal Master education is a vital channel for cultivating high-level applied and composite legal professionals, and expanding the training of such professionals is a key task of legal graduate education. This reform facilitates the maximization of the social benefits of legal higher education resources, the full realization of the special educational function and role of Legal Master programs, and the organization of training processes by pilot institutions. For law undergraduates, it is encouraged to apply for postgraduate studies in law. Employees who meet the criteria may apply for part-time Legal Master programs. Currently, 39 universities have been approved by the Ministry of Education to recruit Legal Master students, with the number of applicants increasing year by year.
The Ministry of Education decided in 2004 that the work of the Legal Master joint examination would no longer be managed by the National Legal Master Education Guidance Committee but instead by the National Education Examination Administration Center, marking a new phase for the Legal Master examination. According to the requirements of the National Education Examination Administration Center, the Legal Master examination must not only assess candidates' legal knowledge but also their ability to apply fundamental knowledge and principles of related disciplines, accurately use legal language, and demonstrate legal thinking skills such as logical analysis, reasoning, and argumentation.
