Yuan Baohua was born in 1916 in Nanzhao, Henan. In 1934, he entered Peking University. In 1935, he joined the renowned "December 9th Movement," and in 1936, he became a member of the Communist Party of China. Since 1949, he has worked in the economic sector, overseeing the organization and leadership of the national economy. He held successive positions, including Deputy Minister of Metallurgical Industry, Deputy Director of the State Economic Commission, Minister of State Materials Management, Deputy Director of the State Planning Commission, Director of the State Economic Commission, and concurrently served as Director of the National Employee Education Management Committee and President of Renmin University of China. He was also a founder and key leader of the China Enterprise Management Association (China Enterprise Federation), the China Entrepreneurs Association, and the China Employee Ideological and Political Work Research Association. He was a member of the Central Committee of the 12th National Congress of the Communist Party of China and, at the 13th National Congress, was elected as a member of the Central Advisory Commission.
In the construction of China's socialist economy, particularly in the areas of reform and opening-up, revitalizing enterprises, strengthening enterprise management, employee education, and the cultivation of social science talent, he made significant contributions. He was a prolific author, with major works including "Collected Works of Yuan Baohua" (4 volumes), "Economic Works of Yuan Baohua," "Educational Works of Yuan Baohua," "Interview Works of Yuan Baohua," "Record of Interviews with Yuan Baohua," "Yuan Baohua on the Cultivation of Entrepreneurs," "Association Work Works of Yuan Baohua," "Yuan Baohua on Government and Enterprises," and "Idle Moments Rhymes" (poetry collection).
