The book The Right to Control Hearts is 230,000 words in length and is divided into two parts. The first part, "On the Right to Control Hearts," explores the fundamental connotations, contents, and relationships of the "Right to Control Hearts" from conceptual and theoretical perspectives. It elaborates on its importance, characteristics, methods, power, and strategies, clarifying the relationship and transformation between "war of force" and "war of the heart." The author proposes a series of innovative viewpoints, such as:
- Believing that the "Right to Control Hearts" is the highest-level form of control, with all other forms of control, such as land control, sea control, air control, and space control, being subordinate to it.
- Considering the "Right to Control Hearts" to be divisible into two aspects: "controlling one's own heart" and "controlling the enemy's heart." Controlling one's own heart is the prerequisite for controlling the enemy's heart, and controlling the enemy's heart is an extension of controlling one's own heart. Without controlling one's own heart, one cannot control the enemy's heart.
- Classifying war into "soft war" and "hard war," with the main characteristic of soft war being non-violence and the main characteristic of hard war being violence. Defining war as "a behavior that forces the enemy to submit to one's will by using both violence and non-violence."
And so on.
The second part of The Right to Control Hearts is titled "On the Methods of Controlling Hearts." The author discusses methods of seizing the "Right to Control Hearts" from military, economic, political, diplomatic, psychological, and interest perspectives. For example, the chapter "Military Methods of Controlling Hearts" primarily discusses "methods of controlling hearts through weapons, military theory, military strategy, commanders, battlefield control, and logistics support," among others. Under "Battleground Methods of Controlling Hearts," there are further subcategories such as "methods of controlling hearts in the first battle, thunderous and overwhelming methods, methods of causing the enemy to lose focus on their objectives, methods of controlling hearts through speed, and methods of controlling hearts through slowness," and so on.
Many of the proposals presented in the book are unprecedented, fully reflecting its innovative nature. The Right to Control Hearts is not a general discussion of what is commonly referred to as "psychological warfare." Its greatest characteristic is that it posits the "Right to Control Hearts" as the highest-level form of control, with all other forms of control being subordinate to it. In reality, it constructs a new theory of control – the theory of the "Right to Control Hearts." This is the latest achievement in the research of Chinese military theory in recent years and represents another significant contribution from the military theory community following Beyond Conventional Warfare.
