Land management is a form of administrative activity by which the state maintains land ownership and rationally organizes the use of land. It is of great significance and must be conducted in accordance with the law. In 1986, China promulgated the Land Administration Law of the People's Republic of China, which was revised three times in 1988, 1998, and 2004. Guided by the principle of promoting sustainable socio-economic development, the law strengthens the management of land use planning, effectively safeguards limited land resources, and ensures the coordinated development of the socio-economy. The law establishes a land use control system, classifying land into agricultural land, construction land, and unused land, while strengthening the protection of arable land. It implements a system of compensation for the occupation of arable land and a system for the protection of basic farmland, prohibiting the idle or of arable land to ensure the rational development and utilization of land resources.
The law summarizes and learns from China's decades of experience in land legislation and enforcement, laying a institutional foundation for the sustainable utilization of land resources and, in turn, promoting the stable and efficient development of the socialist market economy.
