Features: The "Forced Provisions of Engineering Construction Standards" (Hydraulic Engineering Part) (hereinafter referred to as "Forced Provisions") is an important technical support for the water conservancy industry to implement the State Council's "Regulations on the Quality Management of Construction Projects." It is the key to ensuring the quality of water conservancy engineering construction from a technical perspective, a mandatory technical specification throughout the entire process of water conservancy engineering construction, and a mandatory technical requirement that all parties involved in water conservancy engineering construction must comply with. It is also the technical basis for the government's supervision of the implementation of mandatory construction standards. The content of the "Forced Provisions" is extracted from water conservancy engineering construction technical standards, directly involving the safety, health, and other public interests of water conservancy engineering construction, while also considering the protection of water resources, the conservation of investment, and the improvement of economic and social benefits. These are mandatory provisions that must be strictly implemented. Since its implementation in October 2000, the "Forced Provisions" have played a positive role in improving the quality of water conservancy engineering construction and have also made valuable explorations in advancing the reform of water conservancy standardization systems. To further adapt to the requirements of water conservancy work in the new era, the Ministry of Water Resources has decided to systematically revise the "Forced Provisions" on the basis of summarizing experience. This revision has added content in areas such as environmental protection, soil and water conservation, land acquisition and resettlement, small and medium-sized water conservancy engineering construction, and water conservancy engineering electrical systems. Additionally, the provisions for the preparation of design documents have been compiled as a separate chapter. The full text is divided into seven parts.
