Based on the current theoretical system of Western public administration, this book divides the management of the public sector into public sector organizational management, public sector political management, public sector planning management, public sector resource management, public sector legal management, public sector public service and social management, non-profit organization management, and public administration innovation, thereby breaking free from the traditional confines of public administration and administrative management, allowing the unique theoretical characteristics of public administration itself to be prominently showcased. Second, based on a comprehensive study of the theoretical systems of public administration both in China and abroad, this book combines the characteristics of Chinese public administration, focusing on solving practical problems in Chinese public administration and establishing a theoretical system for public administration. This book adheres to the following three principles: First, it comprehensively reflects the current state and basic characteristics of contemporary Western public administration, with a focus on introducing Western public administration models, different models of welfare states, and the basic conditions of public service and social management. This is the prerequisite and foundation for Western public administration reforms. Without a clear understanding of this basic situation, it is impossible to comprehend why government public service expenditures still account for the majority of government expenditures after the public administration reform movement in Western countries, or why China must pursue the reform goals of building a service-oriented government and a harmonious socialist society. Second, it must clearly explain key concepts at the core of Western public administration, such as the concept of the division between the public and private sectors, the concept of mixed economies, the concept of welfare states, the concept of the division between private and public law, and the concept of communities. These concepts exist as background concepts in Western public administration literature. Chinese students studying public administration must "restore" these background concepts to understand in which aspects new public management has been reformed, why it has been reformed, and why various public administration reform measures have been adopted. Third, this book attempts to combine teaching methods for theoretical instruction with case teaching methods, providing an excellent tool for teaching and learning for public administration instructors and students. In key theoretical sections, appropriate cases are included to substantiate the relevant theories; at the end of each chapter, corresponding cases are provided. These cases have been carefully selected by the author, with some being new empirical cases, such as the case of public services in France, which are typical examples collected by the author during their visit to France, Denmark, Norway, and other countries for a study on public services in the spring of 2004. This book is written as a teaching material for undergraduate public administration education, MPA education, civil servant education, and cadre training, as well as a reference for students. It can also serve as a reading material for Party and government cadres and general readers to understand the theory and practice of public administration.
