Li Jinhua was born in Rudong, Jiangsu in July 1943. He joined the Communist Party of China in June 1965 and began working in September 1966. In 1966, he became a lecturer at Northwest Finance and Economics Institute. In 1997, he became the deputy auditor and deputy party secretary of the National Audit Office. In March 1998, he became the auditor and party secretary of the National Audit Office.
