Introduction: The "General Estimate Quota for Chemical Engineering Construction" issued in 1990 was a complete set of general estimate quotas for installation engineering in China's petroleum and chemical industry. After its issuance, it played an important role in investment control for chemical engineering construction in China. The "General Estimate Quota for Chemical Engineering Construction" released in 2003 was organized and compiled by the Chemical Engineering Committee of the China Engineering Cost Management Association, representing a comprehensive revision of the 1990 edition in accordance with current national standards and industry norms. This quota has been comprehensively expanded, with new quotas for new technologies, new materials, and new equipment adopted in building and installation engineering. The quotas are relatively complete, with appropriately set items and reasonable intervals, objectively reflecting the socially necessary consumption. The quota aligns with the social average level. To correspond with the 1990 edition, the quota still adopts a book-by-book format. The total quota consists of eleven books, each preceded by a preface explaining the national and industry standards it is based on, as well as the main contents included in the construction cost quotas. The eleven books are: Chemical Machinery and Equipment Installation Engineering; Industrial Furnace Installation and Masonry Engineering; Process Metal Structure Manufacturing and Installation Engineering; Process Pipeline Installation Engineering; Painting, Thermal Insulation, and Anti-Corrosion Engineering; Automation Devices and Instrument Engineering; Electrical and Low-Voltage Engineering; Water Supply and Drainage Engineering; Heating Engineering; Ventilation and Air Conditioning Engineering; Industrial Building Engineering and Construction Structure Anti-Corrosion Engineering; and Engineering Quantity Calculation Rules.
This quota is rich in content, covers a broad scope, and has wide applicability. It features quantity-price separation, making it convenient for adjustment, dynamic management, and computer management and application. It serves as a guiding basis for cost estimation in new construction, expansion, and renovation projects, as well as for preparing preliminary design estimates, revised construction drawing estimates, domestic and international tendering and bidding base prices and quotations, and asset valuation. It can also be referenced for engineering estimates and tendering documents in joint ventures, wholly foreign-owned projects, technological transformation projects, and relocation projects.
This book is suitable for engineering design and cost personnel in chemical, petrochemical, light textile, pharmaceutical, and rubber industries for engineering construction projects. It can also be used by engineering consultants, tendering and bidding personnel, engineering supervisors, engineering auditors, and asset evaluators in relevant technical and economic management positions.
