This book explores the intrinsic logical relationship between open government and political development from the perspectives of logical deduction and empirical analysis, attempting to prove the foundational significance of open government for the existence and operation of modern governments, and to investigate the various positive functions it plays in the process of China's political development. The logical structure of the book is arranged as follows:
Part I, focuses on defining the connotations of basic concepts such as open government and political development.
