Features: The academic community in China has yet to fully clarify many ambiguities or key principles regarding the understanding of delegated legislation. For instance, fundamental issues such as the specificity of the subjects of delegated legislation, the distinction between delegated legislation and delegated phenomena, the scope and methods of delegated legislation, the procedures and oversight mechanisms of delegated legislation, the types and functions of delegated legislation, as well as the stages and forms of contemporary Chinese delegated legislation, still require further exploration and clarification. The theoretical research and practical application of delegated legislation in China still have significant room for improvement. Naturally, when addressing how to understand these issues of delegated legislation, our primary task lies not in creation but in expression, not in invention but in discovery. That is to say, we must first accurately grasp these fundamental aspects and important facets of delegated legislation, and only then can we scientifically elucidate it, rather than arbitrarily imposing our own "distinctive labels" on the various topics of delegated legislation based on our imagination or preferences.
