Features: To implement the "Environmental Protection Law of the People's Republic of China" and the "Water Pollution Prevention and Control Law of the People's Republic of China," prevent water pollution, protect surface water quality, ensure human health, and maintain a sound ecosystem, this standard has been formulated. This standard categorizes the standard items into: basic items of surface water environmental quality standards, supplementary items for centralized domestic drinking water surface water source areas, and specific items for centralized domestic drinking water surface water source areas. The basic items of surface water environmental quality standards are applicable to surface water bodies with functional use across rivers, lakes, canals, channels, and reservoirs nationwide. The supplementary and specific items for centralized domestic drinking water surface water source areas are applicable to Class I and Class II protection zones of centralized domestic drinking water surface water source areas. The specific items for centralized domestic drinking water surface water source areas are selected by environmental protection administrative departments at or above the county level based on the characteristics of surface water quality and environmental management needs in their regions. The supplementary items for centralized domestic drinking water surface water source areas and the selected specific items serve as supplementary indicators for the basic items. This standard includes a total of 109 items, comprising 24 basic items of surface water environmental quality standards, 5 supplementary items for centralized domestic drinking water surface water source areas, and 80 specific items for centralized domestic drinking water surface water source areas. Compared to GHZB1-1999, this standard adds one indicator (total nitrogen) to the basic environmental quality standards, removes three indicators (basic requirements, nitrite, non-ionized ammonia, and Kjeldahl nitrogen), adjusts sulfate, chloride, nitrate, iron, and manganese to supplementary items for centralized domestic drinking water surface water source areas, revises the standard values for seven items (pH, dissolved oxygen, ammonia nitrogen, total phosphorus, permanganate index, lead, and fecal coliforms), and adds 40 specific items for centralized domestic drinking water surface water source areas. The standard values for specific items of lakes and reservoirs have been removed. Environmental protection administrative departments at or above the county level and relevant departments shall supervise and manage various surface water bodies according to this standard based on their respective responsibilities. Surface water estuarine areas connected to nearshore waters shall be managed according to the corresponding category standard values of this standard based on water environmental functions. Nearshore functional areas shall be managed according to the corresponding category standard values of the "Sea Water Quality Standard" based on their use functions. Single fishing areas designated for approval shall be managed according to the "Fishery Water Quality Standard." Treated urban wastewater and industrial wastewater with water quality similar to urban wastewater used for farmland irrigation shall be managed according to the "Farmland Irrigation Water Quality Standard." The "Surface Water Environmental Quality Standard" (GB3838-83) was first published, revised in 1988 for the second time, revised in 1999 for the third time, and this is the third revision. This standard shall come into effect on June 1, 2002, and the "Surface Water Environmental Quality Standard" (GB3838-88) and "Surface Water Environmental Quality Standard" (GHZB1-1999) shall be simultaneously abolished. This standard was proposed and administered by the Science and Technology Standards Department of the State Environmental Protection Administration. The revision of this standard was carried out by the Chinese Research Academy of Environmental Sciences. This standard was approved by the State Environmental Protection Administration on April 26, 2002. This standard is interpreted by the State Environmental Protection Administration.
