Features: This book first proposes that through water-saving construction, China can achieve water supply and demand balance by 2015, or in other words, achieve a state of water abundance in this sense. The basis for this proposal is that the water consumption per 10,000 yuan of China's GDP is nearly four times the world average. As long as it is reduced to half, China can achieve water supply and demand balance while ensuring food security and maintaining high-speed economic growth. Since university, the author has been involved in water-related work: starting as a "Four Cleanups" campaign worker in rural Beijing suburbs for rice cultivation, then working as a tractor operator in a Xinjiang farm after graduation for labor practice. Over the past 40 years, he has engaged with water in 33 provinces and municipalities across the country through production. Since becoming one of the first visiting scholars sent abroad after China's reform and opening up, he has studied water in more than 60 countries across five continents for 25 years. As a high-technology and environment advisor at UNESCO for 12 years, and as the Director of the Water Resources Department at the Ministry of Water Resources and the Executive Deputy Director of the National Water Conservation Office for 6 years, where he formulated plans, proposed policies, and managed national water resources work, he has gradually established the basic framework of resource systems engineering management. From the perspective of resource systems engineering management, the book re-examines the issues of abundant water, scarce water, dirty water, and turbid water, and proposes some new viewpoints, policies, and solutions. These experiences, insights, and achievements are fully reflected in the book.
