Features: This book collects and studies data from local legislatures abroad, summarizing and drawing lessons from them to contribute to the development of local people's congresses in China and the improvement of the National People's Congress system. The first part of the book primarily introduces the basic characteristics of state legislatures in the United States, covering their evolution, powers, basic units, organizational structure, fundamental rules and procedures, as well as their auxiliary personnel and institutions. The purpose is to provide readers with a relatively comprehensive preliminary understanding. The second part focuses on thematic studies of U.S. state legislatures. These studies can be broadly divided into two parts. One part examines the legislative processes of two important U.S. state legislatures, particularly focusing on their legislative procedures. The other part analyzes various aspects of state legislatures as a whole, such as their control over fiscal budgets, legislative procedures, hearing systems, and consultation mechanisms. These analyses, to some extent, reflect our preliminary understanding of learning and adopting operational norms and practices from U.S. state legislatures. The third part primarily introduces the legal and institutional norms of U.S. state legislatures. In a rule-of-law society, institutional norms play a crucial role in political organizations, especially legislative bodies. In this section, we mainly introduce provisions related to state legislatures in the constitutions of two states that have significant influence and in U.S. state legislative processes. Additionally, we provide separate introductions to the Senate rules, House rules, and joint rules (primarily used for deliberations between the two chambers) of three state legislatures. Therefore, the introduction of the legislative rules of these three state legislatures allows readers to gain a relatively complete understanding of the institutional norms governing the operations of U.S. state legislatures.
