Features: This textbook maintains the original chapters of the first edition while incorporating supplementary and revised content by the chapter authors in the second edition, based on the development of China's socialist democracy and legal system and the requirements of the process of "governing the country according to law and building a socialist rule of law country." The main supplementary and revisions include the following aspects:
First, following the 16th National Congress of the Communist Party of China, especially the Third Plenary Session of the 16th Central Committee, the Party Central Committee, with Comrade Hu Jintao at its core, proposed the concept of "people-centered scientific development" as a new understanding of China's socialist modernization. Scientific development, like Deng Xiaoping Theory and the "Three Represents," plays an important guiding role in the development of China's socialist democracy and legal system. Therefore, we have added some content on scientific development, improving governance capacity, and governing according to law to relevant chapters.
Second, on March 14, 2004, the second session of the 10th National People's Congress, based on the proposal of the Central Committee of the Communist Party of China, adopted a constitutional amendment. Therefore, in line with the spirit of Comrade Hu Jintao's speech at the "National Conference of All Parties in Beijing to Commemorate the 20th Anniversary of the Implementation of the Constitution of the People's Republic of China" and the provisions of the constitutional amendment, we made some revisions to relevant chapters. For example, we strengthened the discussion on "further establishing constitutional awareness and authority in society and ensuring the effective implementation of the constitution," and added content related to this constitutional amendment.
Third, since the publication and distribution of this textbook in August 2003, China has formulated and revised several important laws and regulations, such as the "Administrative Licensing Law of the People's Republic of China" and the "Marriage Registration Regulations." We have incorporated relevant provisions of these laws and regulations into the relevant chapters.
Fourth, for some individual issues in the first edition textbook where the discussion was insufficient, we have supplemented and expanded them in accordance with the "Basic Requirements for Teaching of 'Two Courses' in Ordinary Universities Nationwide" issued by the Ministry of Education.
