Features: The new "Agricultural Law" consists of 13 chapters and 99 articles, an increase of 4 chapters and 33 articles compared to the previous version. It retains most of the original provisions but has adjusted, supplemented, and improved their content. It has also added more new provisions to adapt to the development of the situation and removed a few articles that do not align with the current reality. In line with the current new situation, emphasis is placed on accelerating the adjustment of agricultural and rural economic structures, developing industrialized agricultural operations, ensuring the quality and safety of agricultural products, safeguarding food security, enhancing the state's investment and support for agriculture, implementing the strategies of "rejuvenating agriculture through science and education" and sustainable development, improving the organization level of farmers, protecting farmers' rights and interests, and promoting rural economic development, all to meet the requirements of agricultural and rural economic development in the new stage. The "Agricultural Law" entrusts the Ministry of Agriculture with the responsibility of overseeing the national development of agriculture and rural economies. It is the inescapable duty of agricultural departments at all levels to conscientiously publicize and implement the "Agricultural Law." Focusing on learning and publicity is the prerequisite for implementing the "Agricultural Law"; strict law enforcement and administrative measures are the guarantee for implementing the "Agricultural Law"; accelerating the formulation of supporting legislation is the foundation for implementing the "Agricultural Law"; and strengthening agricultural law enforcement is the key to implementing the "Agricultural Law." To further improve the learning, publicity, and implementation of the "Agricultural Law" and help cadres and the public accurately understand its provisions, the Agricultural and Rural Committee of the National People's Congress, the Law Working Committee of the National People's Congress, and the Ministry of Agriculture have jointly compiled this "Practical Compendium of the Agricultural Law of the People's Republic of China." This book elaborates on the background, content, and implications of the revision of the "Agricultural Law" in an accessible manner from five aspects: the "Agricultural Law of the People's Republic of China" and its interpretation, agricultural laws and policies, an overview of agriculture, comparisons of agriculture domestically and internationally, and rural standards.
