39. What does the visual inspection of materials refer to? The visual inspection of materials refers to the inspection personnel examining the degree of packaging damage through visual, auditory, tactile, olfactory means, and using simple tools; inspecting the extent of material damage (impact, deformation from falling, breakage); inspecting the degree of material pollution (rain, oil, other contaminants) and dampness, mold, and pest infestation; and inspecting defects in the material's shape or appearance.
40. How to handle issues found during acceptance? (1) If shortages or damage occur before materials are received and are documented by the transportation department, after inspection, a realistic acceptance record should be made and submitted to the transportation or business department for handling; (2) If materials received lack the necessary supporting documents, they should be treated as pending acceptance materials, and the relevant department should be notified to request the required documents from the supplier; (3) If the quality certificates provided by the supplier do not match the specified technical standards or purchase contracts, the relevant department should be immediately notified to contact the supplier for resolution. If necessary, an acceptance record should be made for the relevant department to handle; (4) If defective or non-compliant materials are found during acceptance, a record of the damage and non-compliance should be made and submitted to the relevant department for negotiation with the supplier; (5) If discrepancies in quantity are found during acceptance, quantities within the allowable tolerance can be accepted as received, while quantities exceeding the tolerance should be recorded and submitted to the relevant department for negotiation with the supplier; (6) If supporting documents for incoming materials have arrived, but the physical materials have not arrived within the specified time, the transportation department should be notified to inquire with the transportation department or supplier; (7) Imported materials should be accepted in accordance with relevant regulations to avoid delays in claims; (8) Pending materials with issues found during acceptance should not be processed for entry, should be stored separately, and should be properly stored to prevent mixing, loss, or damage.
V. Material Storage and Maintenance
41. What does material storage refer to? Material storage refers to the rational preservation and economical management of materials. Rational preservation involves storing materials in suitable locations and positions, while economical management includes scientific management of both the physical materials and material storage information. The management of physical materials primarily involves technical management, which includes scientific maintenance and preservation to provide a good storage environment and conditions for the materials. The management of material storage information primarily involves the management of various technical documents, certificates, vouchers, and ledger cards related to inventory materials.
42. What is "four-digit positioning"? "Four-digit positioning" is an effective method for warehouse location management, which uses four numbers to determine a specific location. These four numbers are: warehouse number (warehouse or goods area code), shelf number (shelf or stack code), layer number (shelf or stack level code), and position number (intra-layer position code).
43. What is "five-digit stacking"? "Five-digit stacking" refers to a stacking method for inventory materials based on "five" as the basic unit of measurement. Depending on the characteristics of the materials, each row and layer should be stacked in quantities of 5, 10, or their multiples, or stacked according to the principle of adaptability to local conditions, ensuring that quantities can be quickly identified at a glance.
44. What is "four-way matching"? "Four-way matching" refers to the requirement that the physical quantity of inventory materials should match the recorded quantity, ensuring that the accounts, cards, materials, and funds are all in agreement.
45. What are "four understandings, three skills, and ten capabilities"? These are the basic professional requirements that warehouse management personnel should meet. "Four understandings": understanding material names, specifications, performance, and uses; understanding storage and maintenance knowledge; understanding business procedures; and understanding consumption patterns. "Three skills": the ability to convert units, store and maintain materials, and identify common marking symbols. "Ten capabilities": proficient in receiving and issuing materials, identifying materials, calculations, report preparation, storage and maintenance, "four-way matching," "five-digit stacking," "four-digit positioning," the use of measuring instruments, and the implementation of systems.
