Features: The founding of the People's Republic of China marked the true establishment of a unitary system with ethnic regional autonomy as a supplementary form, which was the choice of history. Since the founding of the new China, the Communist Party of China (CPC) and the Central People's Government it led have continuously adjusted the two main aspects of the state's structural form—central-local relations and administrative divisions—based on the needs of economic and social development. They have actively promoted the development and improvement of the state's structural form, accumulating a series of distinctive historical experiences. The state's structural form is an important part of state power construction, and any governing party must address whether to adopt a federal system, a unitary system, or other forms. This article provides a comprehensive analysis of the state's structural form adopted by the CPC, combining theory and practice, and systematically elaborates on the CPC's theoretical system of the state's structural form, demonstrating that the unitary system with ethnic regional autonomy as a supplementary form created by the CPC is an inevitable choice in the historical development of China. Under the new historical conditions, "one country, two systems" is an innovation and development of the unitary system's structural form.
