Strengthen and expand exploration and practice

Features: In August of this year, the State-owned Assets Supervision and Administration Commission of the State Council held a meeting with leaders of central enterprises. Several central enterprises shared their experiences on several important topics in the process of enterprise reform and development, and the feedback was positive. Some enterprises expressed a desire to provide further materials. In response to the request, after the meeting, based on the experience sharing, we selected prominent themes such as focusing on core business, internal integration (reducing management layers), establishing a sound parent-subsidiary system, financial budget management, and capital operations. We invited enterprises to supplement and improve the relevant materials and added internal institutional documents of the enterprises, compiling them into the book "Exploration and Practice in Strengthening and Expanding Enterprises" (hereinafter referred to as "Exploration and Practice"). It is recommended for exchange and learning among enterprises.
The practices of these enterprises in "Exploration and Practice" are not just theoretical discussions or general talk, but rather reflections of actual operations and summaries of personal experiences, presented in their original form. They include both specific operational methods and new concepts and ideas, making them highly valuable for reformers seeking exploration experiences in this regard. Especially with the inclusion of some enterprise institutional documents, their operability and reference value are enhanced.
Emphasizing enterprise institutional construction is crucial and important for enterprises to strengthen and expand. A good system can guide enterprises to move forward on a standardized path, reducing and avoiding risks in their development. Conversely, if enterprises lack a sound system or have a good system but fail to implement or enforce it, even if they perform well temporarily, it may be difficult to maintain sustainable competitive advantages, and there may even be significant potential risks.
