Features: The strategic positioning of Shanghai as an international financial center was formally proposed at the 14th National Congress of the Communist Party of China in 1992. When Jiang Zemin, in his political report, established Shanghai's strategic goal of "one dragon head, three centers" (international economic center, international financial center, and international trade center), how many people in Shanghai were inspired, and how many Chinese people looked forward to it. The Shanghai Financial Development Report (2003-2004) was co-authored by the Shanghai International Financial Research Center and the Financial Research Center of the Shanghai Academy of Social Sciences. It reflects the basic judgments of a group of economists in Shanghai on the current trends of Shanghai's financial development and the construction of an international financial center, as well as some policy recommendations formed on this basis. Although some remarks may be somewhat sharp and some analyses may not be fully comprehensive, the words between the lines reveal the hope for the healthy and rapid development of Shanghai's finance, as well as the hope for Shanghai to soon become an international financial center and to achieve basic modernization first.
