Features: To better serve judicial and administrative law enforcement work, and to promote economic development, the first series of legal interpretation publications in China, the New Legal Documents Interpretation Series, was officially published in January 2005 with the approval of the Supreme People's Court and relevant central government departments. This series is edited by leaders of the Supreme People's Court and relevant central government departments as chief editors and special consultants, and the editorial board is composed of experts such as heads of relevant divisions of the Supreme People's Court, the Supreme People's Procuratorate, the Legal Affairs Commission of the National People's Congress, the Ministry of Public Security, the Ministry of Justice, and academic leaders in legal fields of China. In recent years, in response to many new situations and issues in judicial and administrative law enforcement practice, legislative, judicial, and administrative law enforcement departments have issued a large number of interpretive legal documents in the form of explanations, answers, approvals, opinions, notices, and memoranda to fill gaps and deficiencies in legislation and to address hotspots, ambiguities, and difficulties in law enforcement. Therefore, how to correctly understand and grasp the specific content of these interpretive legal documents, as well as their relationship with relevant laws, has become a major issue of concern for judicial, administrative law enforcement, and economic management departments, and an urgent focus in legal application. The New Legal Documents Interpretation Series aims to address these major and focal issues. With "interpretation" as its focus, the series provides readers with a comprehensive and multi-dimensional high-speed information platform for learning and understanding new legal norms and promptly resolving new situations and issues in practice through the synchronous dynamic interpretation of new laws and regulations, especially interpretive legal documents. The "interpretation" section of the new legal documents is written by legal experts from China's highest legislative and judicial organs, the State Council and its ministries and commissions, as well as relevant universities who participate in and are familiar with the drafting and discussion of these legal documents. Columns are also set up to provide thematic answers to hotspots, ambiguities, and difficulties in legal application raised by readers, and to comment on new types of difficult legal cases. This series is complementary to the Judicial Documents Selection while also expanding and deepening it. The series highlights features such as comprehensiveness, specialization, novelty, speed, and accuracy. Its column settings, editorial format, and publication cycle differ from existing books in the publishing industry, addressing the shortcomings of legal compilation publications lacking synchronous interpretation and the long publication cycles, gaps, and discontinuities of interpretive books. It is expected that with the authority of its author team, the novelty of legal documents, the scientificity of interpretation content, the practicality of its editorial format, and the timeliness of its publication and distribution, the series will become a trusted guide and companion for readers in understanding and applying new legal norms.
The New Labor and Social Security Legal Documents Interpretation follows the series' established purpose and principles, collecting 30 documents including new legal documents, legal document interpretations, problem answers, and case comments under relevant columns. These include the Regulations on Labor Security Supervision and its interpretation, the Supreme People's Court's Urgent Notice on Concentrating Efforts to Clear Outstanding Construction Project Debts and Farmers' Wages Cases, the Interim Measures for the Administration of the Beauty and Hairdressing Industry and its interpretation, the Interim Regulations of Beijing Municipal Construction Enterprises on Labor Employment and Wage Payment Management and its interpretation, the Regulations on Wage Payment in Jiangsu Province and its interpretation, the Supreme People's Court of Jiangsu Province's Opinions on Several Issues Concerning the Trial of Personnel Disputes in Public Institutions and its interpretation, and 2 cases—the labor dispute case between China Putian Information Industry Beijing Communication Planning and Design Institute and Ren—with expert comments. The book is published monthly, with 12 issues per year, and is suitable for judges, procurators, police officers, administrative law enforcement personnel, senior management of enterprises and institutions, lawyers, university teachers and students, and other legal enthusiasts. Published by the Supreme People's Court Press in January 2005.
