On September 27, 2004, Premier Wen Jiabao signed State Council Order No. 421, promulgating the "Internal Security Protection Regulations of Enterprises and Public Institutions" (hereinafter referred to as the "Internal Security Protection Regulations"). It took effect on December 1, 2004. To support the implementation of the "Internal Security Protection Regulations," and to provide a beneficial learning reference book for internal security departments of public security organs and their officers, as well as for internal security protection personnel in enterprises and public institutions, we have specially compiled the "Implementation Handbook of the Internal Security Protection Regulations of Enterprises and Public Institutions." The structure of this book includes three parts. The first part is the interpretation of the "Internal Security Protection Regulations," which raises questions about the provisions and relevant regulations of the "Internal Security Protection Regulations" and answers them one by one to help readers understand and master the content of the articles, so that the "Internal Security Protection Regulations" can be implemented accurately. The second part is internal security management of units, and the third part is internal security protection of units. Based on the provisions of the "Internal Security Protection Regulations," it redefines and elaborates on internal security protection work, which is a prominent feature of this book. The content of this book is complementary and relatively comprehensive, including reference material for readers to learn and implement the "Internal Security Protection Regulations," as well as addressing how to carry out redefined internal security protection work. This is exactly what officers of internal security protection departments in public security organs and internal security protection personnel in units need for learning and work! Therefore, this book can be used as a learning material for carrying out internal security protection work, as well as a training textbook. Article 5 of the "Internal Security Protection Regulations" states: "The head of the unit is responsible for the internal security protection work of the unit." Therefore, this book is also an important reference book for unit leaders. Most of the issues discussed in this book are new ones.
