Chapter 4, Research on the Government-Led Operation of Public Education Finance. By examining the allocation of decision-making power over public education finance funds, the "minimum living guarantee" system for public education finance, and government sharing, as well as performance management in public education finance, it discusses the government-led operation issue in the allocation of public education finance funds. Chapter 5, Research on the Market Intervention Operation of Public Education Finance. By exploring the logical prerequisites, practical feasibility, and market operation mechanisms of consumer market choice and government market choice in public education finance, it examines the market intervention operation issue in the allocation of public education finance funds.
