After his retirement, Comrade Zhang Yue has persistently explored China's water conservancy development strategy, development model, development path, and policy research in accordance with the development strategies of the Party and the state and the water management policies formulated by the central government. Through major research projects he participated in and articles he wrote, this Collection not only reflects the fields of the author's research but also, to some extent, reflects the historic transformation in water conservancy development and water management thinking over the past decade, especially since the turn of the century. With the Party Central Committee proposing the strategic goal of building a moderately prosperous society in all respects and basically achieving modernization by the mid-21st century, and particularly after the proposal of the Scientific Outlook on Development, Comrade Zhang Yue has conducted comprehensive and in-depth research in this area, with unique innovative ideas in modernization evaluation indicators. Therefore, this Collection is another rare macro-level strategic development research monograph following the previous one. It is not only valuable for leaders and cadres at all levels in the water conservancy sector to read and explore the future development of China's water conservancy together but also provides important reference value for macro-decision-making departments in formulating China's future economic and social development strategies.
