Features: This book is the second outcome of the project "Research on Foreign Administrative Procedure Law, Legislative Design and Argumentation for Chinese Administrative Procedure Law," funded by the National Excellent Doctoral Dissertation Author Special Fund. The arrangement rules of this book are as follows:
1. The legal documents included in this book were promulgated by the end of September 30, 2004.
2. The book is organized around procedural systems, with one procedural system as a chapter. Considering that the Administrative Licensing Law took effect on July 1, 2004, this book is dedicated to a separate chapter, collecting legal documents formulated for its implementation.
3. Each chapter is arranged in the following order: laws, administrative regulations, departmental rules, local regulations, and local government rules. To comprehensively reflect China's administrative procedural systems, this book also includes other regulatory documents, arranged according to the issuing authorities, such as regulatory documents formulated by the State Council, which are included after administrative regulations.
4. Due to the large number of local regulations and local government rules, one province (autonomous region or municipality) is randomly selected from each of the Northeast, North China, Central China, East China, South China, Southwest, and Northwest regions, while two provinces (autonomous regions or municipalities) are selected from East China. A total of eight provinces (autonomous regions or municipalities) are included.
5. The central legislative part is arranged in chronological order from the most recent to the oldest.
6. The arrangement of local legislation follows the following rules:
(1) The regional order is as follows: Northeast, North China, Central China, East China, South China, Southwest, and Northwest.
(2) Within each province, the order is based on the level of the issuing authority: province, provincial capital city, and other cities.
(3) Within each first-level unit, the order is prioritized first by legislative acts by the people's congress and then by local government rules, such as in Wuhan City, where legislative acts formulated by the Wuhan Municipal People's Congress are listed before rules formulated by the Wuhan Municipal People's Government.
(4) Within each second-level unit, such as legislative acts by the Wuhan Municipal People's Congress, the order is arranged in chronological order from the most recent to the oldest.
7. Each item includes four elements: title, issuing authority, promulgation date, and implementation date.
8. Only provisions related to the procedural system of the chapter are selected.
