In a certain sense, what is meant by modern political civilization refers to the integration of a set of political philosophy, political concepts, political culture, and institutional arrangements based on the modern constitutional system. Constitutionalism is the institutional creation of the legitimacy of unity between modern political values and institutional arrangements. The construction of political ethics in contemporary China is to continuously improve the legitimacy of the Communist Party of China's governance.
