Features: The reform of China's electoral system has already been implemented in the election processes of rural areas, urban communities, townships, and grassroots people's representatives. After more than ten years of effort, significant achievements have been made, and many changes have emerged in the reform of electing government officials through the people's. These developments indicate that the time is ripe for further promoting the reform of China's electoral system. It is now the right moment to seize the opportunity and advance the reform of China's electoral system at the legal and institutional levels. From this perspective, the World and China Institute has organized experts and scholars from relevant fields to conduct in-depth research on this issue, proposing more detailed suggestions and ideas for further reform of the electoral system. Based on the objectives of China's electoral system reform and its fundamental cultural, political, and social conditions, we believe that further research on China's electoral system and achieving the goal of promoting its actual development should adhere to three principles: democracy, practice, and international standards. The suggestions for the reform of the electoral system proposed in this book are based on these three fundamental principles.
From the perspective of China's actual reform needs, the electoral system is essentially a matter of procedural arrangements and implementation. Therefore, our research on the reform of China's electoral system will focus on procedures. We believe that as long as an electoral procedure that aligns with the aforementioned three principles is established and effectively implemented, China's electoral system can develop, and democracy can be realized.
