Safeguard measures are one of the important measures allowed by the WTO to regulate international trade order and protect the security of domestic industries, and as a result, they are being adopted by an increasing number of countries. Today, with the growing number of safeguard measure cases, the role of safeguard measure investigations and rulings in maintaining fair trade and protecting national and industrial interests has been fully demonstrated and strengthened. Learning and researching the legal norms of the WTO concerning safeguard measures, mastering and applying this legal instrument to protect the economic security of domestic industries and safeguard the legitimate rights and interests of enterprises have become an urgent and highly practical task before us. China's fulfillment of obligations and enjoyment of rights under the WTO rules depend on an understanding, familiarity, research, and application of these rules, as well as the cultivation of relevant talent. Currently, China's research on WTO-related knowledge has been vigorously carried out, but it is still in its early stages, especially in the research on the WTO's safeguard measure system, which remains a weak link and lacks experts in safeguard measure theoretical research. As an economic powerhouse in the 21st century, China, without a doubt, should fully participate in formulating the economic trade rules of the new century. If we lack experts in this field, we cannot skillfully use the WTO rules to our advantage and avoid disadvantages, which would further hinder our participation in the research and formulation of relevant rules. Therefore, strengthening the research on WTO-related issues, including safeguard measures, and striving to cultivate a group of experts skilled in this field, is an inevitable trend and a necessity of the current situation. I am delighted to see the publication of "Research on Safeguard Measures Law: Theoretical Framework and Empirical Analysis." The author, Huang Wenjun, has dedicated many years to the study of international trade law and possesses a solid academic foundation. In recent years, the author has devoted himself to researching WTO-related issues and has invested a significant amount of time and effort to complete this masterpiece. The book provides an in-depth analysis and elaboration on several important theoretical and practical issues concerning the safeguard measure system, with comprehensive and rigorous arguments, offering readers a more thorough and accurate understanding and grasp of the system.
