Features: State-owned asset management is an important branch of applied economics. For a long time, many scholars have engaged in persistent theoretical research and practical exploration in this field. China has experienced a long and winding journey in the practice and theory of state-owned asset management, undergoing various attempts. In 2003, based on the State Council's institutional reform plan approved by the 10th National People's Congress and the "Notice of the State Council on the Establishment of Administrative Departments" (State Council Document [2003] No. 8), it was decided to establish the State-owned Assets Supervision and Administration Commission of the State Council. This institutional reform marks the entry of China's state-owned asset management system into a new era. This book was written to support the aforementioned institutional reform. It consists of three parts and 13 chapters, divided into the Theoretical Part, the Practical Part, and the Operational Part. Adhering to the principle of balancing theoretical foundation construction and practical guidance, it provides a detailed exposition of issues related to state-owned asset management theory, practice, and operations. Chapters 1 to 3 constitute the Theoretical Part, where, based on economic and management theories with property rights as the core, we analyze the fundamental economic definitions of assets, their property rights attributes, and the management system and operations of state-owned assets. Chapters 4 to 10 constitute the Practical Part, which focuses on a comprehensive summary of the practical aspects of state-owned asset management, highlighting the operability of state-owned asset management tasks. It summarizes and synthesizes the practical work content of state-owned asset management. Particularly, in this part, drawing on the research achievements of the author's government science and technology progress award, a relatively comprehensive discussion is provided on the state-owned asset operation budget. These will offer valuable theoretical and practical guidance for the establishment of the state-owned asset operation budget system to be piloted and implemented. This part also elaborates on issues such as the management of state-owned assets in administrative and public institutions (non-operating state-owned assets) and the management of resource-based state-owned assets. Although in the current stage, the management of these two types of state-owned assets is independent of the general state-owned asset management system, considering the completeness of the book and the foresight for the future state-owned asset management system, we have included these topics in this book. Chapters 11 to 13 constitute the Operational Part, where, with capital operations as the main thread, we provide a detailed introduction to a series of issues such as state-owned capital operations, the reform and listing of state-owned enterprises, and financing. This book balances theory and practice, making it suitable as a teaching reference for relevant disciplines in higher education, as well as a practical reference for researchers and practitioners in state-owned asset management theory and as a training textbook.
