Features: The public security organs are an important instrument of people's democratic dictatorship, an armed state administrative force for public order, and a criminal judicial force. Building a high-quality team of public security officers is a crucial guarantee for governing the country according to law, achieving long-term stability and peace for the nation, and ensuring the people's peace and prosperity. To improve the quality of the public security officer team, enhance their knowledge structure, and boost their combat effectiveness, the Ministry of Personnel and the Ministry of Public Security jointly issued the "Recruitment Methods for Public Security Officers of Public Security Organs" on September 10, 1996, which clearly defined the principles, procedures, and examination subjects for recruiting public security officers. On May 25, 2000, the Ministry of Personnel and the Ministry of Public Security jointly issued the "Opinions on Implementing Provincial-Level Unified Examinations for Recruiting Public Security Officers in Local Public Security Organs," emphasizing that the recruitment of public security officers in local public security organs at all levels must adhere to the principle of "examination for all admissions." Local public security organs at all levels must organize unified examinations at the provincial (autonomous region, municipal) level for recruiting public security officers at the level of deputy section chief or below, while other departments or regions below the provincial level shall not organize recruitment examinations for public security officers. The Ministry of Personnel and the Ministry of Public Security are responsible for formulating relevant policies and regulations, determining examination content and textbooks, setting standards for physical fitness, psychological quality assessment, physical examinations, and evaluations, and guiding and inspecting the recruitment examinations in various regions.
In January 2001, the Political Department of the Ministry of Public Security, referring to the requirements of the "Public Examination Syllabus" for the recruitment examination of civil servants, combined with the characteristics of public security professional subject examinations, organized the compilation of the "Public Examination Syllabus for Professional Subjects of Public Security Officers," which clearly defined the content and scope of the professional subject examinations, thereby standardizing and specifying the examination standards.
After the issuance of the "Recruitment Methods for Public Security Officers of Public Security Organs" and the "Opinions on Implementing Provincial-Level Unified Examinations for Recruiting Public Security Officers in Local Public Security Organs," the personnel departments and public security organs in all provinces, autonomous regions, and municipalities attached great importance, meticulously planned, and vigorously promoted the work of provincial-level unified examinations for recruiting public security officers, achieving positive results and receiving praise from all sectors of society. This has played a significant role in effectively curbing improper practices in the recruitment and utilization of personnel in public security organs, ensuring that newly recruited public security officers possess sound political quality, cultural and professional competence, and good moral character, and in building a high-quality team of public security officers.
The recruitment examination for public security officers is an ability-based examination, primarily testing candidates' abilities to analyze and solve problems using theories and principles, as well as their written expression skills, logical thinking ability, comprehensive analysis ability, adaptability, coordination ability, and comprehension ability. At the same time, it is a selection examination with strong competitiveness, aiming to select the best from the best. The recruitment examination for public security officers provides a competitive stage for every individual dedicated to the public security cause. Participating in the recruitment examination competition is both sacred and honorable. To stand out in the examination, one must be well-prepared. First, it is essential to understand the characteristics, subjects, content, and answer strategies of the written examination; second, one must be particularly familiar with the structure, testing points, and answer techniques of each subject's examination paper and conduct targeted practice; and third, one must grasp the methods, question characteristics, evaluation criteria, and response techniques of the interview, and engage in simulated exercises.
To provide assistance to candidates aspiring to become public security officers, improve their study efficiency, and enhance their overall quality, we have organized experts and scholars from the People's Public Security University, the National School of Administration, the Central Party School, Peking University, and Renmin University of China to meticulously compile a series of "Recommended Books for the Recruitment Examination of Public Security Officers." This series includes: "Study Guide for Public Security Basic Knowledge," "Exercise Collection for Public Security Basic Knowledge," "Public Basic Knowledge," "Administrative Professional Ability Test," "Essay," "Interview," and "Standardized Examination Papers."
Since their publication in 2003, these recommended books have won praise from society for their high quality and strong relevance, been widely welcomed by candidates, and received unanimous acclaim. Many successful candidates and examinees have sent letters to the authors and the publisher, expressing their gratitude and providing valuable suggestions. In a spirit of responsibility toward candidates and the cultivation of a high-quality team of public security officers, and in response to the new situation and suggestions from examinees, the authors have revised this series of books. The revised edition features even greater clarity and is more beneficial for candidates' study and success in the competition:
First, targetedness. Tailored to the civil servant recruitment examination, especially the recruitment examination for public security officers, this series analyzes the content distribution and focus of past examination questions, covering aspects such as question types, testing points, study strategies, response techniques, and simulated examples, highlighting key points and demonstrating strong relevance.
Second, systematicness. This series systematically introduces the overall requirements of the written examination, the content of each subject's examination paper, the structure of the interview, interview questions, structured interview methods, and examiner scoring.
Third, efficiency. Candidates, whether recent graduates or working professionals, often have busy schedules for study and work. Meanwhile, the recruitment examination for public security officers has a relatively short period from the release of the recruitment announcement to the written and interview stages. This series is concise, selects typical past examination questions, incorporates representative simulated questions, and reflects the study strategies of successful candidates, significantly improving study efficiency.
Fourth, practicality. The authors of this series are highly experienced, with some engaged in research on public security officer recruitment examinations for many years, others in providing examination tutoring, and some as successful candidates. The content is closely tied to the actual examination, highly typical, and representative, giving candidates a realistic and practical sense of the examination.
During the writing and publishing process, this series received strong support from relevant experts, departments, and units, and references were made to some works, documents, and materials. We hope this series can provide practical assistance to candidates in their preparation and wish all those aspiring to become public security officers success in the examination and truly become police officers.
