Features: The public security organs are an important instrument of the people's democratic dictatorship, an armed state administrative force for public order and a criminal judicial force. Building a high-quality team of public security officers is a crucial guarantee for governing the country according to law, achieving long-term stability and peace, and ensuring the people's well-being. To improve the quality of the public security officer team, enhance their knowledge structure, and boost their combat effectiveness, the Ministry of Personnel and the Ministry of Public Security jointly issued the "Recruitment Methods for Public Security Officers" on September 10, 1996, which clearly defined the principles, procedures, and examination subjects for recruiting public security officers. On May 25, 2000, the Ministry of Personnel and the Ministry of Public Security jointly issued the "Opinions on Implementing Provincial-Level Unified Examinations for Recruiting Public Security Officers in Local Public Security Organs," emphasizing that local public security organs at all levels must adhere to the principle of "all entrants must be examined." The recruitment of public security officers at the level of deputy section chief or below in local public security organs should be organized as unified examinations at the provincial (autonomous region, municipal) level. Other departments or regions below the provincial level should no longer organize recruitment examinations for public security officers. The Ministry of Personnel and the Ministry of Public Security are responsible for formulating relevant policies and regulations, determining examination content and textbooks, setting standards for physical fitness, psychological quality assessment, medical examinations, and evaluations, as well as guiding and inspecting the recruitment examinations in various regions.
In January 2001, the Political Department of the Ministry of Public Security, referring to the requirements of the "Public Examination Syllabus" for the recruitment of civil servants, combined with the characteristics of public security professional examinations, organized the compilation of the "Professional Examination Syllabus for Recruiting Public Security Officers," which clearly defined the content and scope of the public security professional examinations, thereby standardizing and specifying the examination criteria.
After the issuance of the "Recruitment Methods for Public Security Officers" and the "Opinions on Implementing Provincial-Level Unified Examinations for Recruiting Public Security Officers," the personnel departments and public security organs in all provinces, autonomous regions, and municipalities attached great importance, made meticulous arrangements, and vigorously promoted the work of provincial-level unified examinations for recruiting public security officers, achieving positive results and receiving praise from all sectors of society. This has played an important role in effectively preventing unfair practices in the recruitment and utilization of public security officers, ensuring that newly recruited officers possess sound political quality, professional knowledge, and moral character, and in building a high-quality team of public security officers.
The recruitment examination for public security officers is an ability-based test, primarily assessing candidates' ability to analyze and solve problems using theories and principles, as well as their written expression skills, logical thinking, comprehensive analysis, adaptability, coordination, and comprehension. At the same time, it is a selection exam with strong competitiveness, aiming to select the best from the best. The recruitment examination provides a competitive stage for those dedicated to the public security cause. Participating in the competition is both sacred and honorable. To stand out in the exam, one must prepare thoroughly: first, understand the characteristics, subjects, content, and answer strategies of the written exam; second, become particularly familiar with the structure, testing points, and answer techniques of each exam paper, and practice accordingly; and third, master the methods, question characteristics, evaluation criteria, and response techniques of the interview, and conduct simulated exercises.
