With the approval of the meeting of the Standing Committee of the Central Commission for Discipline Inspection and Supervision, the first National Symposium on the Review of Disciplinary Appeals was held in Beijing from June 12 to 13, 2004. Liu Fengyan, Deputy Secretary of the Central Commission for Discipline Inspection and Supervision, attended the meeting and delivered a speech. Huang Shuxian, Standing Committee Member of the Central Commission for Discipline Inspection and Supervision and Vice Minister of the Supervision Ministry, also attended the meeting. Wang Hemin (Deputy Minister-level), Director of the Case Review Office of the Central Commission for Discipline Inspection and Supervision, delivered a speech at the conclusion of the meeting. A total of 120 leaders and staff responsible for the review of disciplinary appeals from provincial, municipal, and deputy provincial-level cities, the Disciplinary Inspection and Supervision Committees of central state organs, the Disciplinary Inspection and Supervision Committees of central government departments, the Xinjiang Production and Construction Corps, and some prefecture-level city Disciplinary Inspection and Supervision Committees attended the meeting.
Guided by Deng Xiaoping Theory and the Important Thought of "Three Represents," the meeting further implemented the spirit of the third plenary session of the Central Commission for Discipline Inspection and Supervision and the National Symposium on the Review of Disciplinary Cases. It reviewed and summarized the experience and insights of the review of disciplinary appeals, studied the new situations and issues encountered in the review of appeals, clarified the guiding principles, objectives, and basic ideas for the review of appeals in the next four years, and comprehensively deployed the work of reviewing disciplinary appeals in the new situation under the banner of discipline and law. All attendees agreed that this meeting was very important and held significant guiding significance for creating a new situation in the review of disciplinary appeals.
To thoroughly implement the spirit of the National Symposium on the Review of Disciplinary Appeals, at the request of the attendees, we have compiled and published the important discussions of the three generations of the Party's leadership core on the review of disciplinary appeals, the documents of the National Symposium on the Review of Disciplinary Appeals, relevant provisions of internal Party regulations and national laws and regulations, etc., for internal study and reference by various regions and departments.
