Our Party, which is committed to serving the people wholeheartedly, has always attached great importance to the fight against corruption since its inception. During the revolutionary war era, Comrade Mao Zedong taught us that the goal of revolution was to establish "clean governance." In the new era of reform and opening up and modernization, Comrade Deng Xiaoping emphasized that corruption was a serious issue, stating, "If our Party does not pay serious attention to this and resolutely curb this trend, our state and party may indeed face the question of whether they will 'lose their way.' This is not alarmist talk." Comrade Jiang Zemin pointed out, "If we fail to resolve the issue of integrity-building and anti-corruption, reform, development, and stability will lack strong political guarantees, the Party and government will severely alienate the people, and there will be the danger of the Party and state collapsing." In the new century and new stage, the new central leadership collective, with Comrade Hu Jintao at its core, has placed great importance on anti-corruption efforts, clearly proposing to advance integrity-building and anti-corruption struggles in accordance with the requirements of "serving the people, being pragmatic, and being clean," relying on the broad masses of the people, and unswervingly enhancing the ability of Party members and cadres, especially leaders at all levels, to resist corruption and risks. The fight against corruption relies not only on education but also on systems. Systemic issues are fundamental, comprehensive, stable, and long-term. China is currently undergoing profound social changes, including deepening reforms, transitioning from a planned to a market economy, and restructuring. Objectively, there are fertile ground and conditions for corruption, and corrupt phenomena are prone to occur in certain sectors. Therefore, to carry out in-depth integrity-building and anti-corruption struggles, it is essential to adhere to a comprehensive approach that addresses both symptoms and root causes, to punish and prevent corruption simultaneously while emphasizing prevention, to maintain a strong momentum in investigating disciplinary and illegal cases, focusing on cases of leaders abusing power and acting for personal gain, while actively advancing institutional and systemic reforms to establish new systems that prevent corruption and gradually eradicate the soil that breeds it. The 16th National Congress pointed out: "Strengthen education, develop democracy, improve the legal system, enhance supervision, innovate systems, and integrate the fight against corruption into all major policy measures to prevent and solve corruption at its source." The Third Plenary Session of the 16th Central Committee proposed: "Establish and improve a punitive and preventive anti-corruption system that emphasizes education, systems, and supervision, aligned with the socialist market economy system." In accordance with the requirements of the Central Committee and the State Council, the Central Commission for Discipline Inspection and the State Council's Anti-Corruption Work Conference have, in recent years, explicitly proposed further advancing reforms in administrative approval, financial management, investment, personnel management, and the financial sector, strictly enforcing systems for construction project bidding, the auction and listing of commercial land use rights, property transactions in the market, and government procurement, establishing and improving a social credit system, and conducting in-depth openness of government affairs, factory affairs, and village affairs. The proposal of these major reforms and institutional measures reflects our Party's deeper understanding of the laws governing anti-corruption under the socialist market economy. With the joint efforts of the entire Party and society, as the implementation of anti-corruption measures proceeds, it will certainly be possible to effectively curb and prevent corruption, reducing negative and corrupt phenomena to the minimum. We must have full confidence in this. The relevant central departments have leveraged their functional advantages and professional expertise to write this series of books, which will help Party members and cadres, especially those in discipline inspection and anti-corruption work, better learn and master relevant professional knowledge. It will also help all sectors of society fully understand, support, and participate in anti-corruption efforts, which is a meaningful endeavor.
