Liu Huqing embarked on the revolutionary path at the age of 13 and joined the Chinese Workers' and Peasants' Red Army at 14. During the land revolution war period, he participated in the anti-"encirclement and suppression" battles in the Hubei-Henan-Anhui Revolutionary Base and later joined the eastward and westward campaigns after the Long March to Shaanxi. In the Anti-Japanese War period, he took part in the anti-"Nine Routes Encirclement" in northern Shanxi and the Hundred Regiments Campaign. During the War of Liberation, he participated in battles such as Shangdang, Handan, advancing to the Dabie Mountains, the Huaihai Campaign, the Yangtze River Crossing, and the liberation of Southwest China.
After the founding of the People's Republic of China, Liu Huqing held several positions, including Political Director of Southwest Military and Political University, Deputy Commander of the Beihai Fleet and Commander of Lushun Base, President of the Seventh Research Institute of the Ministry of National Defense, Vice Minister of the Sixth Ministry of Machine Industry, Deputy Director of the National Defense Commission, and Vice Chief of the General Staff of the People's Liberation Army. He served as Deputy Secretary-General of the Central Military Commission in November 1987 and as Vice Chairman of the Central Military Commission in November 1989. He was awarded the rank of Vice Admiral in 1955 and the rank of General in 1988. In 1985 and 1987, he was elected as a member of the Central Advisory Committee of the Communist Party of China. He was a member of the 12th Central Committee of the Communist Party of China, the 14th Central Committee, the Political Bureau, and the Standing Committee of the Political Bureau.
