Features: The "Technical Specification for Dike Construction" was included in the plan for the formulation and revision of water conservancy and hydropower technical standards by the Ministry of Water Resources in the early 1990s, and it was explicitly designated that the Huai River Water Conservancy Commission of the Ministry of Water Resources would serve as the leading organization to organize the writing. To meet the urgent needs of the large number of newly built and expanded dike construction projects at that time, the Ministry of Water Resources' Department of Science, Technology, and Education issued Notice No. [1992] 27 "Regarding the Formulation of the Industry Standard 'Technical Specification for Dike Engineering'" in document format, clearly stating that the Huai River and Yellow River Water Conservancy Commissions of the Ministry of Water Resources would serve as the leading organizations, and the content of the specification was temporarily determined as the design and construction of compacted earth dike projects. On April 10, 1993, the Ministry of Water Resources issued the "Technical Specification for Dike Engineering" (SL51-93) as an industry standard through Notice No. [1993] 207, and it took effect on July 1 of the same year. On April 22-23, 1995, the Construction Department of the Ministry of Water Resources hosted a review meeting for the outline of the "Technical Standard for Dike Construction," and issued Notice No. [1995] 15 "Regarding the Organization of the Formulation of the 'Technical Specification for Dike Construction.'" Based on the work already completed, the writing group conducted extensive and in-depth research, thoroughly summarized the experience in dike construction techniques such as compacted earth dikes, hydraulic filling and siltation construction, masonry (wall) dikes, and concrete wall (dike) construction since the founding of the People's Republic of China, especially in recent years; searched for and translated some foreign dike construction materials; and conducted special studies on certain issues in dike construction. On September 23-25, 1998, the Construction and Management Department of the Ministry of Water Resources hosted a review meeting for the draft of the "Technical Specification for Dike Construction" in Bengbu City, Anhui Province.
