Features: From September 6 to 19, 2004, the 16th Plenary Session of the 4th Central Committee of the Communist Party of China was held, focusing on the issue of strengthening the Party's governance capacity. The session adopted the "Decision of the Central Committee of the Communist Party of China on Strengthening the Party's Governance Capacity." The "Decision" comprehensively analyzes the new situation and tasks our Party faces in the new historical stage, clearly puts forward the overall goals, guiding principles, and main tasks of strengthening the Party's governance capacity, and serves as a programmatic document guiding us to comprehensively advance the new great project of Party building. On September 20, 2004, the Fourth Plenary Session of the Central Commission for Discipline Inspection was held. General Secretary of the Political Bureau of the Central Committee and Secretary of the Central Commission for Discipline Inspection, Hao Guanzheng, on behalf of the Standing Committee of the Central Commission for Discipline Inspection, delivered a report titled "Seriously Implement the Spirit of the 16th Plenary Session of the 4th Central Committee and Provide Strong Guarantees for Strengthening the Party's Governance Capacity." Before the Fourth Plenary Session of the Central Commission for Discipline Inspection, the Research Office of the Central Commission for Discipline Inspection organized a theoretical seminar on the theme "Strengthening Discipline Inspection and Supervision Work to Promote the Party's Governance Capacity." Leaders from discipline inspection commissions in some provinces, municipalities, and central government departments, as well as those from units stationed by the Central Commission for Discipline Inspection, made speeches at the seminar. The present compilation brings together relevant documents from the 16th Plenary Session of the 4th Central Committee and the Fourth Plenary Session of the Central Commission for Discipline Inspection, as well as all the exchange materials from the theoretical seminar, for reference in study and work. Additionally, we have invited members of the drafting team of the report from the Fourth Plenary Session of the Central Commission for Discipline Inspection and relevant experts to write supplementary articles to help everyone better study and comprehend the spirit of the plenary session.
