Features: In today's world, international competition is becoming increasingly fierce. At its core, this competition is a battle for talent, with global talent competition reaching a fever pitch. How a country responds to and participates in this international competition largely determines its destiny and future. At the end of 2003, the Party Central Committee and the State Council held the National Talent Work Conference and made a timely decision titled "On Further Strengthening Talent Work."
