Features: Currently, the book market has published a variety of legal and regulatory compilations, such as various "all-in-one" books, complete works, codes, and essential guides. The editing and publication of these books, with their comprehensiveness and systematic nature, once became essential reference tools for industry professionals. However, due to their overwhelming breadth and high prices, coupled with the practice of bundling sales without regard to specialization or field, many readers were deterred from purchasing them. In reality, most people do not need to buy and consult all laws, regulations, and judicial interpretations. Even legal professionals, with the increasing specialization of fields today, have selective needs regarding the laws and regulations they need to understand and apply. Based on this, our publishing house organized professionals to conduct extensive and in-depth research on the legal and regulatory book market. After long-term planning and editing, we have devoted ourselves to launching this "Practical Core Regulations Series" (80 volumes), tailored to meet readers' multi-dimensional needs for current legal and regulatory information.
Compiling legal and regulatory materials is not simply about packaging and stacking laws and regulations together; it should incorporate the compiler's vision and intellectual effort. Many of the currently published individual legal and regulatory books are simply categorized by departmental law without considering or including the full range of related regulatory information or prioritizing it. To address this, we established our own editing philosophy:
- Everything serves the reader, understanding their needs;
- Everything facilitates the reader, allowing them to easily and directly find the content they need;
- Everything remains faithful to the reader, ensuring the accuracy, currency, and authority of newly included laws and regulations;
- Everything benefits the reader, enabling them to obtain the maximum amount of legal and regulatory information in their chosen field with the minimum expenditure.
Based on this philosophy and market research, we have classified the current complex and fragmented laws, regulations, and judicial interpretations according to the social relationships they regulate, particularly which groups' behaviors they primarily govern. We have divided them into 80 thematic volumes, covering various fields such as politics, economy, culture, science and technology, education, and social life, making it easier for readers to choose and meet the diverse needs of different reader groups for specific legal and regulatory information. For example, classified by regulatory fields, there are works like Practical Core Regulations on Criminal Law, Practical Core Regulations on Evidence, Practical Core Regulations on Press and Publication, Practical Core Regulations on Legal Aid, and Practical Core Regulations on the Protection of Laborers' Rights. Classified by the primary groups they regulate, there are works like Practical Core Regulations for Deputies of the National People's Congress and Practical Core Regulations for Civil Servants.
Additionally, to make it economical, quick, and convenient for readers to consult each law and regulation, we have organized the content around the main law, including all related information. Each volume is divided into three parts:
1. The main law;
2. Implementation rules, departmental regulations, and judicial interpretations;
3. Appendices with a directory and index of all other legal information related to the field.
For each law, it functions like a mini encyclopedia, providing readers with all the necessary information in one volume.
China Zhengfang Publishing House has published relatively few legal compilations, but each one that has been published has been well-received and best-selling. The "Zhengfang Edition" of legal compilations has produced many outstanding works. The Complete Collection of Current Laws, Regulations, and Judicial Interpretations of the People's Republic of China, launched in 1997, has been revised 11 times since its first edition, with a total circulation exceeding 120,000 sets, standing out as the sole leader among similarly sized reference books. The Latest Common Economic Laws and Regulations has been revised 17 times since its publication in 1994, with a circulation exceeding 200,000 copies. The Latest Complete Collection of Common Laws and Regulations of the People's Republic of China is the first legal compilation in China to use computers to categorize tens of thousands of cases and social activities, first filtering out frequently applied laws and regulations in practice, and then editing them based on an internal logic that facilitates easy retrieval. In just two years since its release, it has circulated over 30,000 copies.
By the end of 2002, our publishing house dedicated ourselves to creating and publishing The Complete Collection of Laws and Regulations of the People's Republic of China, approved by the Legal Affairs Commission of the Standing Committee of the National People's Congress, challenging current domestic publications with its low price and high volume. This demonstrates our extensive experience in compiling legal and regulatory materials. The "Practical Core Regulations Series" we are now launching has also undergone extensive research, with renowned legal experts serving as consultants and a large writing team organized over a long period of preparation. We believe its release will bring readers a pleasant surprise.
At the same time, we sincerely hope that readers will provide valuable suggestions during their use of this series, helping us continuously improve it and make it a brand-name reference book in the legal field, contributing to the application of the law and repaying the readers' deep appreciation.
