Features: This book primarily discusses railway reforms but also includes several papers on railway development issues. Railway development and reform are interdependent and prerequisites for each other in China; neglecting either would hinder the resolution of railway problems. According to the editors of this book, reflecting on railway development in the context of building a moderately prosperous society in all respects reflects the current need in China to accelerate transportation progress amid rapid industrialization and urbanization, as well as the requirement to adopt sustainable transportation development models under severe resource and environmental constraints. The traditional management system of China's railways still has a certain space to play in this situation, but its limitations will also face significant constraints. People have become increasingly aware that the success of railway reform and restructuring must meet multiple conditions, including promoting economies of scale on networks, reducing transaction costs, enhancing competitive efficiency, establishing incentive and constraint mechanisms for operators, and rationalizing special property relationships. As a result, the direction of reform has gradually become clearer.
