Features: To facilitate the implementation of the newly revised "Foreign Trade Law," the Department of Legal Affairs of the Ministry of Commerce organized relevant personnel to compile the "Interpretation of the People's Republic of China Foreign Trade Law." The book provides chapter-by-chapter and article-by-article explanations of the law. The colleagues who participated in compiling the "Interpretation of the People's Republic of China Foreign Trade Law" were involved in the entire revision process of the "Foreign Trade Law" by the Standing Committee of the National People's Congress. During this period, they conducted extensive research on the development of China's foreign trade, conducted in-depth studies on China's commitments related to joining the World Trade Organization (WTO) and relevant WTO rules, and also conducted comparative analyses of foreign trade legislation from more than ten countries. It can be said that this book is the outcome of the long-term hard work of these colleagues. I believe that the publication of this book will facilitate all sectors of society in better understanding and mastering the legislative background, objectives, and connotations of the "Foreign Trade Law," and will also provide a reference for international comparative research on foreign trade legislation. The revised draft of the "People's Republic of China Foreign Trade Law" (hereinafter referred to as the "Foreign Trade Law") was adopted by the eighth session of the Standing Committee of the 10th National People's Congress on April 6, 2004, and will be officially implemented on July 1, 2004. The revision of the "Foreign Trade Law" is necessary to adapt to China's implementation of the basic strategy of governing the country according to law and advancing the rule of administration by law, to meet the needs of China's foreign trade reform and development, and to adapt to the new situation of China's entry into the World Trade Organization. The revision of the "Foreign Trade Law" further improves China's basic legal system for foreign trade, which is of great significance for establishing and implementing the scientific outlook on development, coordinating domestic development with opening-up, and achieving comprehensive, coordinated, and sustainable development of the business sector. Learning and implementing the "Foreign Trade Law" is a key task for all levels of business administrative departments across the country at present. Business administrative departments at all levels should take the revision and promulgation of the "Foreign Trade Law" as an opportunity to carry out publicity and training activities on the "Foreign Trade Law" and improve their capacity for administration according to law. All colleagues engaged in business work should study and apply the law well, manage foreign trade activities and carry out related business in accordance with the law, further transform their work style, improve work efficiency and service levels, and strive to maintain stable and coordinated development of China's foreign trade.
