On this basis, it proposes principles and requirements for system design, while also classifying system management into three stages: responsibility-right-power systems, functional systems, and operational-based systems. Unit 2 investigates two relatively straightforward system designs, including responsibility-right-power system design and functional system design. Unit 3 focuses on operational-based system design, which is the core of the book. It first analyzes general issues of operational-based system design, including the system element system, system document system, system design process, the pros and cons of systems, and their applicable scenarios. Then, it provides a detailed analysis of the specific operational methods for each step in the operational-based system design process.
