To systematically, comprehensively, and continuously reflect the latest progress in China's financial development and financial reform, and to showcase the latest achievements in China's financial theory research, the Institute of Finance at the Chinese Academy of Social Sciences has decided to regularly compile several annual publications starting from 2004. The China Financial Development Report (hereinafter referred to as The Report) is one such series of publications; The Report (2004) is a part of this series. Each year's Report includes one annual report and four quarterly reports. The annual report is officially published and distributed by the publisher, while the quarterly reports are published on the website of the Institute of Finance. We position The Report as "recording facts" and "providing objective commentary." Therefore, the materials are detailed, systematic, comprehensive, and authoritative, with concepts and analytical frameworks conforming to academic standards and formats aligned with international practices. These are our fundamental requirements. The annual Report consists of three main parts. The first part is the analysis of financial operations, the essence of which lies in providing empirical data. We will systematically record the facts of China's financial industry development and reform in the current year from aspects such as monetary policy, the financial sector (which is further divided into "Banking" and "Other Financial Institutions" due to its extensive content), financial markets, balance of payments, and international financial markets, along with brief commentary. The second part is the analysis of economic operations, the essence of which also lies in recording facts. On one hand, we will summarize the status of macroeconomic operations in the current year from perspectives such as savings, investment, consumption, imports and exports, prices, income, and fiscal. On the other hand, we will select several key industries to analyze their current status and future development. The third part is thematic analysis. We will organize a series of papers to conduct systematic theoretical analysis around hot issues and major events in macroeconomics, monetary policy, financial regulation, financial markets, and international finance in recent years. Most of these articles are completed by researchers from the Institute of Finance, but the views expressed in the articles are the responsibility of the respective authors.
